Sir,

I have the honour to refer to the

proposal in Chapter 8 of the Salaries

Commission Report, enclosed with your despatch

No.215 of the 12th September, that a

Public Services Commission should be set up

in the Colony and to say that I agree to the

proposal in principle.

The establishment of Public Services

Commissione in the Colonies is to be discusset

in November at the African Governors

Conference, and for your information I enclose,

dealings wter alia, with 2 copies of the memorandum this subject

and a the subject of Whitley Councils which has been prepared for the Conference, and which

deals,

You will see that many of the points

are similar to those in Chapter 8 of the

Salaries Commission Report and it would, I

feel, be advantageous to await the result of

the Conference before making any definite

decisions on the subject.
